Suroosh, an admin on NVIDIA's forum, has just announced their plans to introduce a [priority access system](https://www.nvidia.com/en-us/geforce/forums/geforce-graphics-cards/5/502575/verified-priority-access-trial-with-geforce-rtx-40/) to purchase a GeForce RTX 4090 Founders Edition graphics card. This limits who may buy an RTX 4090 FE on top of the measures taken to ensure one GPU is available per customer. Here's the announcement quoted directly via NVIDIA's forum:

"We know it's often challenging to purchase a new product close to launch date for a variety of reasons. Today, we're testing a program we call verified priority access - which will give a limited number of GeForce gamers & creators an opportunity to purchase a GeForce RTX 4090 Founders Edition graphics card.

Invited users receive a GeForce Experience in-app notification that generates a unique URL - connecting invitees to a Founders Edition partner in select regions. Currently, testing for verified priority access includes: Best Buy (United States), Scan (United Kingdom), NBB (Germany & Netherlands), and LDLC (France, Italy, and Spain)."

It is currently unclear how this new process will decide which 'GeForce Gamer & Creator' is picked to receive an invite to purchase an RTX 4090 FE. We expect this process to roll out very soon. NVIDIA will also use the new priority access system to limit users purchasing Founders Edition cards for the rest of the RTX 40 Series line-up, including the upcoming RTX 4080 16GB & RTX 4080 12GB in November.

The RTX 4090 Founders Edition graphics card sold out worldwide within seconds on launch day (Wednesday, October 12), as gamers complained online, accusing NVIDIA of a 'paper-launch' whilst others blamed the lack of security against bots used by resellers (scalpers). AIBs (partnered cards) also sold worldwide within approximately half an hour at participating retailers, taking us back to how it began in Q4 2020.
